Abstract  As a basic physical quantity, time plays an important role in scientific research, national defense construction and economy development and humans life.The development history of time measurement systems is systematically reviewed.The theoretical foundation and methods for establishment of time systems are elaborated.The definition and realization, as well as conversion for every kind of time scale are studied.The advantages and disadvantages of each time system are discussed.The possible development direction of the time measurement systems in the future is also prospected.It is valuable not only in understanding the development history of theory of time metrology but also in application of high precision time measurement techniques.
