Abstract To help Test & Calibration laboratories achieve a better performance in quality control, an inner quality management scheme that adapts to its own conditions and meets its unique need of development was designed. Based on the risk management philosophy, the risk identification and assessment tools were used. The principal of risk identification, a reference risk assessment model, identification and analyze of typical risks cases, measures of risk control in relevant to personnel, equipment and method, key points during the implementation of risk management were described.
